Abstract
During the 1930s, the City of Montréal formed the Commission on Sanitary Housing to study and create plans to renovate Montreal’s slums. Doing this, the City attempts to find the shifting point between a sanitary and an unsanitary dwelling. They did so by analyzing the structure while some organizations focussed on the socioeconomic reality of life in these houses. In both cases, one goal : to stop the rise of public spending and to boost economic activity as was demanded by the homeowners-taxpayers. This group wanted a better control of the city budget and a fairer distribution of tax burden.
